　　Where the question of state sovereignty is involved, China always stands firm. To put pressure on China is not the way to talk business. It is unwise. It never works, and it can only end up hurting the mutual interests of both countries. However, I must point out here that despite the various sanctions imposed on China, my government has reacted with great restraint. I hope that both the administration and the Congress will show more restraint. Let’s be guided by the forces of history and reason from this time forward. Let’s look into the future. An ancient Chinese wise man once said: “Spilt water cannot be gathered up.” There is much wisdom in it from which we can draw benefit. So long as the foundation of China-U.S. relations is preserved, hope is always there.

　　I said at the beginning that this was the first speech I was to give in several months. As a matter of fact, it is also the last public speech that I will have given in this country. It is my farewell speech, as I will complete my terms and leave for home next month. I will be leaving with mixed feelings. But I will certainly not leave with a sense of despair. It is my unshakable conviction that the difficulties in our relations are temporary and can be overcome. I firmly believe that this is a conviction shared by all of you present here. Today, speaking from this podium for the last time as China’s ambassador, I appeal to you and through you to the American public: Let us work together to uphold and preserve the bond of friendship between our two great peoples and nations. Thank you!
